Honestly, I would do a test to eliminate the monitor beyond a doubt.  Switch it out for another temporarily, if you have one available.  If you still have the problem, then it's probably RAM or CPU related.  A simple way to test for memory problems is to test one stick at a time.  For example if you have two sticks, take one out and test the machine.  If you still have the problem, swap the sticks out and check again.  This is a poor man's test.  It relies on the idea that the chances of both sticks of memory going bad at the same time is low (unfortuntely not low enough to make the test absolutely definitive).  If the problem presists after all of the testing, it is likely your CPU or mainboard.  The only other possibility is software.  Often when I get new major hardware like a graphics card or new CPU, I like to reload the OS for a nice fresh start.  I prefer it because it ensures that any problems that may arise are not likely to be software related.  If you can you may want to try reloading your machine, that's your call.  If you end up suspecting that your CPU or mainboard is the culprit then I suggest you run a utility like Prime95 to test stability.  As a side note, utilities like Prime95 can/should be used to test stability when overclocking.

I still think it's the monitor though

Believe it or not, It turned out to be the VSync settings in all my game ^^ I managed to find a way around it for San Andreas aswell I have Frame Limiter off by Nviidia forcing VSync, All my games with VSync on now dont have the problem so GG :) Thanks.

You can use the Nvidia Control Panel to enforce VSync for all of your games.  Changing the settings there will override any settings in the game for things like vsync, and antialias.

On another note... told ya so :P
