Amen.  I was shoot'n my friend's Glock 26 while we were camp'n this weekend.  It was fun.  We were shake'n up skunk'd beers and stacking them up.  Shoot'n them from about 50 yards.  We put about 250 rounds through it between 4 people shooting.  Would have shot more, but all he had left were hollow points.

We were shooting FMJ bullets because where we were we weren't concerned about ricochet and my buddy wanted to save his hollow points for the range.

And we didn't start drinking and smoking until AFTER the shooting, for the record.  :)

The only thing scarier than playing L4D with Random is the thought of him shooting an actual firearm. /shiver

Yea hollow points are legal in the US.  Some are easier to get ahold of than others.  In fact some ranges insist that you use hollow points for safety and for the lower penetration.  From what I understand, they're marketed more to law enforcement than civillians now days.  I am by no means even close to an authority on the subject, perhaps Rooster or Vetril would know better.

Mostly, JHPs are marketed now-a-days for home defense. In fact, most of the marketing names are "home defense rounds" or similar. Can't speak to whether most ranges want shooters to use JHPs. If it's a properly maintained and safe range, I don't see them caring much about penetration of the round on the backstop. I am not sure about law enforcement using them as standard carry ammo. May have to ask about that one next time at the range.

I'll have you know that of the 10 cans I set up, I hit 7 most of the time.  And no, the other 3 did not hit anything but the ground.  We ran out of skunk'd beer well before we ran out of bullets.

Hollow point ammunition is intended to more efficiently transfer the impact (force) of the projectile into the target. i.e., the projectile impacts the target and "mushrooms" slowing the projectile very quickly. The inertia must go somewhere... in this case, into the body. Ball ammunition has a much greater tendency to retain a good deal of its inertia and can travel through the intended target; a "through and through" and impact other objects.
Hollow point ammo is intended for defensive purposes, not only to put a decisive end to a bad situation, but to minimize the chance of collateral damages.
Full metal jacketed ammunition (a lead, or steel, core plated with another metal, usually copper) is generally used for practice, or military. Military use of FMJ is required by various international treaties.
Most commercial ranges, especially those indoor type ranges, have what they call "range ammo" which is simply soft lead ball ammunition. The soft lead isn't frangible, and isn't as subject to ricochet.
There are, of course, many variations on these themes.
As for legality... I really don't want to get into a discussion of the supposed morality of gun ownership or shooting in general. Suffice it to say, that the US Constitution provides for "civillian" ownership and use of firearms, and associated ammunition subject to some restrictions. Restrictions on ammunition include ammo intended to defeat body armor, and explosive ammo.
(I use the word "civillian" because it may more accurately describe the intent of the second ammendment to our international audience. The Constitution doesn't use the term civillian, but instead uses "individual")
