So my flatmate, amongst all his other problems has officially broken every single condition I have put in place for him living here. The last (and admittedly most minor, but I digress) straw is his constant use of frostwire and utorrent. He simply will not stop. This is killing me.

What options, if any do I have to throttle his traffic? I need to preface this by saying I am on a windows 7 setup, and he is using a Mac. The router we use isn't especially robust. Are my only options getting local access to his machine and screwing around with it?

You could do that, but that's illegal. No sense in tempting fate. You could buy a router with DQOS, and set torrent to be lowest priority so the traffic throttled. That's what I would do.
